Yecla, Totana, Los Alcázares, Torre Pacheco and San Javier are the only municipalities in which bars and restaurants are not allowed to re-open this week
The regional Government implemented a new tiered de-escalation system two weeks ago, permitting the hostelry sector to re-open based on the evolution of the virus in each municipality and for the last two weeks bars and restaurants have been permitted to re-open in increasing numbers.
The decision whether to open the bars and restaurants in individual municipalities of the region is based on what is known as the accumulated incidence rate , AI rate, which is calculated based on the percentage of cases per 100,000 of the population. This rate of calculation removes the barrier of how many people live in a determined area as it works on a percentage basis.
The rate is calculated over a period of 14 days and 7 days, as it is very quickly apparent whether the situation is improving or not; if the 7 day rate is less than half of the 14 day rate, then the situation is improving as more people were ill in the 7 preceding days than in the last 7 days.
In order for bars to re-open, the AI rate must be lower than pre-established levels:
For terraces to re-open 75% the accumulated incidence rate must be between 250 and 500 cases per 100,000 of the population throughout the last 14 days.
For terraces to open 100% the accumulated incidence rates over 14 days must be under 250.
On Monday the Covid Monitoring Committee reviewed the latest data and as a result, bars and restaurants in 40 municipalities are now permitted to open.(click here for a list)
But not in Yecla, Totana, Los Alcázares, Torre Pacheco and San Javier, where the committee believes that case numbers are still too high to permit the re-opening of the hostelry sector for another week.
For a long time the municipalities surrounding the Mar Menor had the lowest incidences of coronavirus of the region, but in the last month the figures have been increasing, moving Los Alcázares, Torre Pacheco and San Javier towards the top of the list of municipalities with the highest number of cases per 100,000 of population.
Torre Pacheco:
Torre Pacheco in particular has struggled to reduce the number of cases, due principally to the large population of agricultural workers living and working in a sector in which covid has thrived ever since it was first detected in the region back in March this year; many of the major outbreaks in the region have been linked to this sector and in Torre Pacheco in particular, covid continues to stubbornly cling on and the health authority has struggled to bring the figures down.As of Sunday there were still 246 active cases in the municipality and on Sunday the figures once again went back up with 14 new cases. The municipality has an AI rate of 235 cases per 100,000 of population for 7 days and 541 over 14 days. On Monday representatives of the hostelry sector took to the streets in protest asking for the right to work.
San Javier: On Sunday San Javier had 249 active cases, and today has an AI rate of 181 over 7 days, but a 14- day rate of 507.
Los Alcázares: On Sunday Los Alcázares had 124 active cases and today has an AI rate of 353 over 7 days, and a 14- day rate of 681.
Totana: Totana was the last municipality to come out of the first wave due to an outbreak in the agricultural sector and the first to go back into confinement, with another outbreak, and since the beginning of the second wave has struggled to bring its case numbers down, with a series of outbreaks which it has been unable to shake off. As of today it has an AI rate of 234 over 7 days and 684 over 14 days.
Yecla: During the principal period of the grape harvest Yecla struggled to bring its case numbers down, again, due to agricultural sector activity, but in recent weeks managed to reduce its active cases. However, it has experienced a resurgence, and now has a rate of 255 over 7 days and 737 over 14.
Although Aledo is shown on the 14 day list with a high AI rate, there are only actually 3 cases in the municipality, which has a low population of 1022. For this reason the hostelry sector is being permitted to re-open.
The situation will be reviewed again next Monday.
The target levels set by the WHO and national government for the virus to be considered under control are 25 cases over 7 days and 60 over 14.
